CCPanel v29.23.1 Released

What's new: Bumped the panel to 27.0.0 to mark how much has been built. Fixed the 500 error when creating a new license (the accounts import was missing). Ticket numbers are now #000001 style (was TKT-). Invoice discount now shows two decimals (e.g. -\/bin/sh.50) and names the package it applies to (e.g. "Discount on Bravo (10%)"); subtotal/credit/total amounts are also 2-decimal.
